The Kentucky Cabinet for Health and Family Services is an administrative agency of the state government that is empowered to bring legal action against parents if it believes the parents have abused, neglected, or not care for their children. Julie and Ethan regularly represent parents and children in these matters. In these cases, Julie also works as a Friend of Court, which is an attorney appointed by the family court to investigate the issues in the case.
